8.x-3.10 release [#3367481]

Preparing new release for Drupal 10 compatibility.

Includes the following changes:

There are some other changes I'd have liked to include, but I feel additional testing and validation is required, and I don't want to hold up the Drupal 10 release. I will look at moving these forward soon, so there could be another release following soon.
