Add a dashboard to assist in configuration

Problem/Motivation

There are multiple steps (~6) to configure commerce license.

Not everyone reads the read me, though. :(

Proposed resolution

A dashboard would be helpful to identify configuration that has not been done yet. We can iterate on this to provide more active assistance in setup.
