Add betasite_switches sub-module

The Beta Site Switches sub-module will allow site owners to define features and select if those are available on the default domain, the beta subdomain, or both. A service is provided which can be called, passing the machine name of the feature, and that feature's state is returned. A corresponding Twig plugin is to be provided which can be used in templates to show certain blocks of markup depending on feature states.
