Problem/Motivation

The existing core patch does't applies to d10 codebase.

Steps to reproduce

composer install fails when using this profile as the core patch used https://git.drupalcode.org/project/pantheon_decoupled_profile/-/blob/2.0...
doesn't applies to a d10 codebase.

Proposed resolution

Locally I tested https://www.drupal.org/project/drupal/issues/3266057#comment-14950713 patch and it works with a d10 codebase.
