Migrate to the core/once library

Problem/Motivation

The once feature is now longer dependent on JQuery. In D10 the jquery/once library no longer exists which causes the JS to crash.

We need to migrate to using the core/once library (See https://www.drupal.org/node/3158256).

Once this is done the SQuare module should require Drupal core 9.2 minimum.
