Move billing infromation collection to an event subscriber

Problem/Motivation

At the moment PaymentRequestBuilder::create() validation fails for non-digit postal codes. See https://github.com/paytrail/api-documentation/issues/34

Proposed resolution

Move billing information collection to an event subscriber so the billing information collection can be easily removed.
