Change how socialblue is requiring socialbase

Problem/Motivation

We are currently locking socialbase requirements, meaning that if there is a new socialbase release we need a new socialblue release. This happened because in the past releases were not well coordinated and bugs happened due to unmatching dependencies between socialbase and socialblue.

Change socialblue composer.json to require socialbase like this: ~MAJOR.MINOR.PATCH Example ~2.4.2 or ~2.3.3
