Problem/Motivation

@mherchel has been doing a lot of impressive work on modernizing Drupals use of CSS across different subsystems. I think it would be great to recognize that work by appointing @mherchel as a CSS subsystem maintainer.

Mike has been doing a great job of improving the CSS in Drupal core and I'm a +1 on recognizing his efforts and having the MAINTAINERS.txt accurately reflect the reality of who has been the key maintainer of Drupal's CSS recently.
