Fix 500 error that results when clicking "View User Manual" in the top admin bar when no entries exist yet

Steps to reproduce

Install the module on a fresh site and do not add any user manual type and user manual entry.
Click on the "View User Manual" link in the toolbar, and observer the 500 error.
