Author's Media Not Reassigned

Problem/Motivation

Cancelling a user account doesn't reassign any media tied to the user. I recognize that this module's purpose is for updating content, but it could be quite helpful is media is being managed by content authors to have them reassigned upon a content author's departure.

Steps to reproduce

1. Select a user from the People view and edit that user.
2. Click cancel account button for selected user
3. Choose "Delete the account and make its content belong to another user. This action cannot be undone."
4. Input another User ID to transfer the content to and click cancel account.
5. Access the Media or Media Library view.
6. Search for a known piece of media that was assigned to the cancelled user.
7. The author field is empty.

Proposed resolution

Enhance module to reassign authors for both nodes and media.

Remaining tasks

Reassign user's media to same user that is being assigned to nodes.

User interface changes

If updated, amend text to read: "Delete the account and make its content and media belong to another user. This action cannot be undone."
