Problem/Motivation

Sometimes the tags or urls that are invalidated are not stored in CDN, for example commerce orders, or some information that is private. There is no need to send the request to purge CDN data, because those tags or urls for sure are not in CDN.

Proposed resolution

Add events that allow to alter the list of tags and urls before sending them to StackPath purger API.
