Problem/Motivation

Add option to disable 'user-create' form - for some sites, it would be useful to disallow admins to create new users as that by-passes the social auth account creation process and can cause issues matching the accounts later.

Proposed resolution

Add an extra advanced setting allowing that prevents access to the `admin/people/create` form to create new users.
