Problem/Motivation

In https://www.drupal.org/project/inline_all_css/issues/3254011 additional options were added to more finely control the module behavior... however the defaults are disruptive for users of the latest RC.

Proposed resolution

Add an update hook to preserve behavior with the latest RC release.
