Problem/Motivation

Right now the menu link is not parented properly. It shows up in the menu, but not on the configuration page. We should either parent it under orders or checkout, or give it it's own parent.

Here is a patch to give it it's own parent. Parenting it under order or checkout doesn't really seem natural, but I am open to suggestions.
