Move the admin menu entry to a more appropriate category subgroup

Problem/Motivation

Currently the Civic Cookie Control config entry is added at the root level of the config admin menu structure.

This level in the admin menu is conventionally used for admin subgroups.

Proposed resolution

Unless others have a better suggestion, I would recommend we move the entry to the /admin/config/system level of the admin menu.
