After the patch from https://www.drupal.org/project/cps/issues/3164783 was applied users with preview access could no longer see site pages on site versions (permission denied). The previous behaviour was to show them if they had access and to fallback to the live version if they didn't.

The attached patch gives users with "preview changesets" access view access as well.
