Problem/Motivation

I don't want to have all levels displayed in the Cheeseburger.

Proposed resolution

Add option to set the initial visibility level for each menu eg. level 2 would show menu items which are children of the main menu item.

Option is available for menus, will be created for vocabularies on separate issue if needed.
