Problem/Motivation

When the group type permission for "View group" is set to anonymous users the "Public" group visibility should also inherit this setting.

Proposed resolution

Retrieve the group type permission for "view group" for anonymous user role in the Group visibility plugin implementation for "public" and make sure this is set on a per group permission.
