Enable default config for config_import_locale

Problem/Motivation

Now the module is added to the codebase already, but there's no default config for the module. The module itself has no default config and the default setting is to keep what Drupal core already does.
Default for rocketship should be: Nothing (as a setting)

Proposed resolution

Add a default config file in the config/install folder so by default config imports have no effect on interface translation.
