Problem/Motivation

Send emails in the recipient's preferred language code instead of the current language code.

Steps to reproduce

Have a multilingual site. In case of an error some parts of the message (ones with translations available) arrive with the current site language (e.g. Severity: Erreur instead of Severity: Error) instead of the user's preferred language.

Proposed resolution

Set the language code from the recipient's account instead of using the default language.
