As user I would like to be able to show content if no segment has been determined yet

Currently you can select a segment, and the piece of content will be shown if the visitor is deemed part of that segment.

You can also select no segments (default) and then the content is always visible.

But you can't select "Unknown" and only show the content until a segment has been decided.

This can be used to "replace" content with personalized content, showing the generic content until the visitor has been placed into a segment, at which point the original content is hidden and the segment-specific content can be shown.
