When we use a rule action Send a web push notification to a user account to send notification then notification has wrong icon and link. The link leads us to the icon and not to the content that we have set up in action.

The reason of the issue is that the order function arguments don't correspond to the rule parameters order.

made a new release because it's pretty useless to have the rules action not work.
