Whenever I make use of a sitewide alert's "Schedule Alert" checkbox and date fields my alert never appears (yes Active checkbox is selected). The only way I can get a sitewide alert to appear is to uncheck "Schedule Alert" checkbox and simply have it active.
From the README:
>Once installed Sitewide Alert is ready to use.
We should either 1) add documentation details re: making scheduling work (cron?) or 2) investigate to see if there's an issue with how we expect scheduling functionality to operate.

1) I schedule a Sitewide Alert to appear at 11:15 AM EST today and ensure it is active. 11:15 passes and Sitewide Alert does not appear.
2) I edit Sitewide Alert to remove schedule configuration and Sitewide Alert then appears as expected.
3) I edit Sitewide Alert again and configure scheduling, setting Start Date as 1/1/2020 @ 12:00AM and End Date as 1/1/2021 @ 12:00PM. I save Sitewide Alert and it still appears as expected (today is 4/29/2020).
4) I edit Sitewide Alert again and configure scheduling, keeping Start Date as 1/1/2020 @ 12:00AM and End Date as 3/1/2010 @ 12:00PM. As expected, the Sitewide Alert no longer appears (today is 4/29/2020).
Could the issue be specific to publishing for the first time?
