Prevent using the library on hidden content

The svg pan zoom library has multiple bugs when called on hidden content with a zero height.

- Not initiating the svg pan zoom elements when they are invisible
- Providing a function for developers that easily allow them to load it themselves: Drupal.svgPanZoom.createElement(svgContainer);
