Breaks libraries and caching due to core bug

Problem/Motivation

Due to an instance of #3046364: hook_page_attachments can interfere with other modules' implementations, this module interferes with attachments (cachability, libraries) of other modules

Proposed resolution

Stop erroneously altering others' attachments.
