How to reproduce:
- Disable the english language, for anonymous users, and allow authenticated users to use it
- Use a stream wrapper other than public or private (ie s3 from https://www.drupal.org/project/s3fs)
- With the anonymous user, visit a page having an image derivative not yet generated, or remove all existing generated images in another language

Result: the derived image is not generate.
- Visit the same page with a user having the 'view disabled languages' permission, the derived image is generated.
