Xero reference formatter settings from not compatible with views

Views UI passes the handler configuration form into field formatter settings form and only expects a partial form in return. This does fit with the documentation for settingsForm. This causes schema errors because Xero Reference Formatter duplicates the form assuming that it's dealing only with its own thing.
