Trait should use relevant service for non-default config collections

Problem/Motivation

Currently in ConfigSnapshotStorageTrait::getConfigSnapshotStorage() we use an available service only for the default configuration collection. This test is not needed.

Proposed resolution

Instead, use the service if available and then switch collections.
