Relies on #2995058: Separate concerns for the group role synchronizer and storage

After we are done synchronizing a config import, nothing happens because our group role CRUD logic is triggered from hook_rebuild(), hook_module_installed() and other places that do not trigger at the right time for our use case. So we need a ConfigSubscriber to take care of this.
