Hiding hamburger on desktop view via setting is not possible. We can do by CSS, PFA patch.

You can hide the hamburger menu by following steps:

Go to Administration > Structure > Block Layout.
Scroll Down and disable all blocks from region Hamburger Menu.
But it may also hide the hamburger menu from mobile view.

However, In the new release 8.x-1.2. A new feature has been introduced which allows hiding hamburger menu from desktop only.

Go Administration » Appearance » Settings » Belle.
Scroll Down and Look for Hamburger under General Settings.
Check the checkbox - "Hide hamburger from desktops".
Click Save.
Go to site and see the change.
