Protocol relative URLs are interpreted as relative URLs and as a result, the protocol relative URLs get the base URL prepended.

Example:

//fonts.googleapis.com/css?family=Amatic+SC:400,700

Turns into:
example.com//fonts.googleapis.com/css?family=Amatic+SC:400,700
