This is happening in commerce_registration_commerce_cart_order_refresh(). Patch coming soon.

Current behavior is inconsistent with help text which says "Leave at 0 for no limit."

Can confirm this patch works on clean install of drupal 7.37 with latest commerce and registration modules. I had same error when using 0 for number of slots for anon user. After patch then can view cart with event product in it.
