This might be a user error, but I don't see how you rate a comment. There is a little pulldown, but no action button. Is this something that needs to be in the theme?
It seems to be a problem in all versions of Drupal. In fact the only place I've seen it work is on http://www.cabezal.com/troove/home/index.php.

or, better, just implement a simple comment rating mechanism. more concrete, i'd just like to see a "weight of a comment" in admin.php?mod=system#rating, so that user comments are considered in "Top 10: users", too.
speaking of admin.php?mod=system#rating: whats the "Weight of a tracker" supposed to be? and the other weights (of a drupal, jabber, block)?
