As a follow-up to #2268713: Contextual links for granting/taking achievements on a user page, it seems nice to allow one to define some badges as manual-only meaning there is no magic code anywhere that can grant the achievement. In addition, adding a new permission of grant manual badges would allow more fine-grained control over which badges a user could grant.

Fine with me. I am far more interested in D8 at the moment,, so I'm fine with getting these quick-and-already-done minors into the 7.x branch.
