Provide admin config for inlining JS

I have seen the JS file from this module show up in a couple different Google PageSpeed reports under the "Inline Small JavaScript" section. I think the default should be to inline the script since it's so tiny.

To enable this, the strategy for adding this file to the page should be changed to use hook_page_build().
