Maybe this is already possible. But I would like to be able to change the link text/names in my themes. Or should I use locale for that?

For example, "notification settings" would change to "Subscribe" and in some cases, I'd change "blog" to "journal" or "diary" or even "log".

Just looking through some of my old suggestions. This is currently possible with locale (i've used it!) or by mucking up the code, or by editing conf.php. so keeping it as an open request seems pointless.
