Allowed HTML tags does not check for NULL

In all modules that add the 'Allowed HTML tags:' below input boxes there is no check whether this is NULL. i.e. An admin who wants to disallow all HTML tags.

Ideally the compose_tips modules should become core and the patch there to remove the above extended to include the comments module. Then I can disable HTML and enable bbcode ing" alt="Smil
