when I goto admin/config/system/topmessage
I only see autohide bar and number of seconds

This module is still in dev. There isn't a setting yet for color but you can do this via a bit of CSS for now.

Messages are created via top message content type like any other content

Committed initial work on this here: http://drupalcode.org/project/topbar_msg.git/commit/8c6ec2a. I initially did it with jquery colorpicker but core color module seems best.
