empty result set using padding when result rows don't need it

the recently added padding code has a bug that skips building a result set when padding is enabled, but the result set is equal to items per page pager setting.

attached patch fixes for both left and right padding, tested as working in pursuit of #1556468: Visualize project issue metrics on project pages
