My users have no "administer book outlines" permissions and the "book outline" section appears on all the content types.
Perhaps I have been mislead into thinking that only books could only contain 'book' content types.
Can this be removed only by changing the template ?

After rebuilding the permissions the "book outline" option disappeared (I deactivated the friendlist_access module).
Perhaps a cross-module ?
I tried to re-activate friendlist_access but "book outline" still does not show up.

cweagansI cannot reproduce this. It also sounds like you got the problem resolved and it was due to a contrib module misbehaving. Feel free to reopen if it's still an issue.
