Time format for scheduling workflow transition does not validate

The schedule workflow transition form has a date format with drop downs, but the time format is a text field without any validation. Many times users enter the time format incorrectly and the article does not post. It would be great to either add a validation script or alter the form field to use drop downs or auto complete like the date CCK module.
