The module inactive message is over zealous. It appears on every page for when logged in with the super administrator account (uid 1). Perhaps it should be limited to the admin/user* and admin/build/modules pages.

Actually it shows up for any authenticated users. Will modify it to show only for people with administrative access and only in certain administrative areas.
