If I set a newsletter to be sent every Monday, it is dispatched during this day every time cron runs.
Furthermore, the cut-off date is not changed after sending the newsletter the first time, so all newsletters sent on this particular date have the same content + new content issued in between.

Note: I use poormanscron.

Update: apparently, the sending occurs every day at every cron, whatever are the schedule settings
Even "one time" schedule is not reset
