Checkout Router returns Page not Found is 3D secure is not required

There are two scenarios where this bug causes a problem:

1. The module is enabled and there is a payment method active that doesn't support 3D secure
2. The module is enabled and the settings on the payment method specify that 3D secure should be ignored.
