Backport #1809030: Facet checkbox links don't have labels to 6.x-3.x. Need to backport the drupal_html_id() function or some equivalent.

Looks good to me other than a few trailing whitespaces.

Great job maintaining the 6.x-3.x queue. Going forward, feel free to commit fixes and patches without review from other maintainers. I don't want to slow down your great progress with this branch.
