This is a dependency for #1874500: CMF-based Routing system. Just splitting it off so we can commit the library separately and then make reviewing that patch easier.

Makes sense. Assigning to Dries to ok incorporating a CMF component. What's the BC policy of CMF components?

I don't believe CMF is as stable as Symfony core; I would not expect a major change to the Routing library in the near future, though. David seemed very happy with the refactoring we did. There may be a few tweaks here and there, but we can keep up with that.
