Depending on the final direction of #1137920: Fix toolbar on small screen sizes and redesign toolbar for desktop, we might be able to get rid of the Editbar entirely and move the necessary buttons into core's toolbar.

Just for the sake of completeness: we should also get rid of the global used for this. @aspilicious rightfully called this out in #1824500-2: In-place editing for Fields.

The edit module will still need to manage the contents and styling of the toolbar tray. ToolBar just provides a wrapper.
