Fatal error when managing layouts with a broken/missing block plugin.

When attempting to manage a layout (e.g. /admin/structure/types/manage/page/layout-library/$layout_name) which is referencing a broken/missing block plugin implementation, the following exception is thrown because broken plugins are unable to resolve contexts:
