Problem/Motivation

This profile uses a a patch. Which need to be removed.

All functionality of pantheon_decoupled_profile remains unchanged (installing a site before or after this change should have the same end result) but the composer.json for this profile no longer includes a core patch.

Tested this changes in both Drupal 10 and 9 Upstream.
I have raised for 2.0.x-dev as with this changes this profile will work for both of the Version (Drupal 10 & 9)

Merged to 2.0.x and 1.0.x. Currently a dev release. Will tag a release after some additional regression testing.
