drupal had a very big dilema
if they changed the core they would be backwards incompatible with previous releases.
if they didn't changed it they would be imcompatible with other frameworks and tools that moved to composer, namespaces, etc.
They found a magic middle point where they achieved both. Drupal 8 is incompatible with previous releases and with other frameworks and tools
